Selective licensing in Newcastle upon Tyne
What Newcastle City Council requires of private landlords, alongside the duties that apply everywhere in England.
Licensing in force
Newcastle operates selective licensing in designated areas, with two existing areas extended until 2031. A new five-year designation starts on 30 September 2026, covering the Benwell & Scotswood, Byker and Elswick wards, and runs to 29 September 2031.
Fee: £1,000 per licence under the 2026 designation, for the full licence period.

Every tenancy needs one: new tenancies from 1 May 2026, pre-existing ones were due by 31 May 2026. Civil penalty of up to £7,000 per failure; serving late reduces exposure.
